# OpenAI API vs Claude API for agents

> Both APIs are mature choices for production agents, with reliable tool calling, structured outputs, batch discounts and no training on API data by default. The OpenAI API is strongest when you want hosted building blocks such as file search and native real-time voice. The Claude API is strongest for long-context reasoning, coding and long-running agent work, and runs on AWS, Google Cloud and Microsoft Azure as well as Anthropic's own platform.

| | OpenAI API | Claude API |
| --- | --- | --- |
| Models | OpenAI's GPT models, from small fast models to large reasoning models | Claude Haiku 5.5, Sonnet 5.5, Opus 5.5 and Fable 5.1 as the top tier |
| Billing | Per token, with discounts for batch jobs and cached input | Per token, with discounts for batch jobs and prompt caching |
| Tool calling | Function calling with strict schemas and parallel calls | Tool use with strict schemas and parallel calls |
| Hosted tools | Web search, file search with hosted vector stores, code interpreter, computer use, remote MCP | Web search, web fetch, code execution, computer use, MCP connector |
| Agent SDK | OpenAI Agents SDK with handoffs, guardrails and tracing | Claude Agent SDK, the Claude Code harness as a library, plus Managed Agents in beta |
| Long context | Large context windows that vary by model | Up to 1M tokens on current models |
| Real-time voice | Realtime API for speech-to-speech agents | Usually paired with separate speech-to-text and text-to-speech services |
| Cloud availability | OpenAI platform, Microsoft Azure and Amazon Bedrock | Anthropic platform, Amazon Bedrock, Google Cloud and Microsoft Foundry |
| Fine-tuning | Self-serve fine-tuning is being wound down; closed to new organizations since May 2026 | Not a standard self-serve option; most teams use prompting, retrieval and examples instead |
| Image and audio generation | Image generation, text-to-speech and speech-to-text models in the same API | Text output only; pair with separate image or speech services |
| Data use | API data not used for training by default | API data not used for training by default |

## Choose OpenAI API if

- You are building a real-time voice agent and want speech handled natively by one API
- You want hosted file search and vector storage instead of running your own retrieval stack
- Your company is standardized on Azure and already has OpenAI models approved there
- The same product also needs image generation or text-to-speech from one vendor

## Choose Claude API if

- The agent reads long documents, codebases or large record sets in a single pass
- The agent runs long, multi-step tasks such as research, coding or document review
- You want the same models available across AWS, Google Cloud and Azure
- Prompt caching on a large, stable system prompt will cut your token bill
- You want a ready-made agent harness with file, shell and web tools through the Claude Agent SDK

## The short version

For most business agents, either API will work. Both offer reliable tool calling, schema-constrained outputs, streaming, batch discounts, prompt caching and a default of not training on API data. The choice usually comes down to three things: what the agent spends most of its time doing, where your company already runs its cloud, and which hosted features would save you build time.

Lumeor builds on both, and many of our systems call more than one model. Treat this as a choice per agent, not a company-wide allegiance.

## Where the OpenAI API wins

**Hosted building blocks.** The Responses API bundles web search, file search with hosted vector stores, a code interpreter and remote MCP tools. For a simple document Q&A agent, hosted file search can replace a retrieval stack you would otherwise build and run.

**Real-time voice.** The Realtime API takes audio in and returns audio out from one model, which keeps latency low and makes interruptions feel natural. For phone and voice agents, that is a real advantage. Our [AI voice agent guide](/guides/ai-voice-agent-for-phone-support/) and [voice calling platform](/case-studies/ai-calling-platform) cover how those systems are put together.

**Images and speech in one account.** The OpenAI API also generates images and converts text to speech and speech to text. The Claude API returns text only, so a product that needs those features would add another vendor.

**Agents SDK.** The OpenAI Agents SDK gives a light structure for handoffs between agents, input and output guardrails, and built-in tracing.

## Where the Claude API wins

**Long context.** Current Claude models accept up to 1M tokens of context. Agents that review contracts, reconcile large exports or work across a whole codebase can often load what they need directly instead of chunking it.

**Long-running agent work.** Claude models are widely used for coding and multi-step agent tasks. The Claude Agent SDK packages the same harness that runs Claude Code, with file, shell and web tools, so you can build an agent that works in a sandbox without writing the loop. Managed Agents, currently in beta, goes a step further and hosts both the loop and the sandbox. Our [OpenAI Agents SDK vs Claude Agent SDK](/compare/openai-agents-sdk-vs-claude-agent-sdk/) page compares the two SDKs in detail.

**Prompt caching.** Agents resend the same system prompt and tool definitions on every turn. Claude's prompt caching makes those repeated tokens much cheaper and faster, which adds up quickly for busy agents.

**Multi-cloud access.** Claude runs on Amazon Bedrock, Google Cloud and Microsoft Foundry as well as Anthropic's own API. OpenAI's GPT models are now on Azure and Amazon Bedrock too, so check current availability in your cloud, but Claude covers all three major clouds. If procurement, data handling or credits already live in one of those clouds, that can decide the question.

## What we recommend

Start from the job. For a voice agent, begin with OpenAI's Realtime API and compare against a Claude pipeline if reasoning quality is the bottleneck. For document-heavy or long-running agents, begin with Claude. For everything else, run the same 30 to 50 real test cases through both providers at two price tiers and compare accuracy, latency and cost per completed task.

Whichever you pick, keep the model behind a thin interface in your own code, with prompts and test cases in version control. That makes a later switch, or a mixed setup with different models per step, a configuration change rather than a rebuild. To estimate the ongoing bill, see [what it costs to run an AI agent each month](/cost/cost-of-running-an-ai-agent/).

## Frequently asked questions

### Which is better for AI agents, OpenAI or Claude?

Both are strong. In our builds, Claude tends to do well on long-context reasoning, coding and careful multi-step tool use, while OpenAI tends to lead on native voice and hosted building blocks such as file search. Model rankings shift with each release, so test both on your own tasks before committing.

### Do OpenAI or Anthropic train on data sent through their APIs?

Not by default. Both providers state that API inputs and outputs are not used to train their models unless you opt in. Retention, zero-retention options and HIPAA terms differ by provider and account, so confirm them for your use case.

### How are the APIs priced?

Both bill per input and output token, with different rates per model. Both discount batch processing and repeated prompt content through caching. Hosted tools such as web search can carry their own per-use fees. Check the current pricing pages, and estimate cost from real traffic rather than averages.

### Can we switch providers later?

Yes, if you plan for it. Keep prompts, tool definitions and evaluation cases in your own code, and wrap model calls behind a small interface. Expect to retune prompts after a switch, because the same prompt rarely behaves identically on two providers.

### Can we use Claude through AWS or Azure instead of Anthropic directly?

Yes. Claude is available on Amazon Bedrock, Google Cloud and Microsoft Foundry, which lets you use existing cloud billing, identity and governance. Feature availability can lag or differ by platform, so check the specific features you need.
